VISION – A healthcare delivery system within Orange County that provides innovative, patient-centered medical care and is clinically effective, improves health status, avoids unnecessary costs, and serves all county residents.

Orange County has the 5th largest population of all counties in the United States. Its population of over 3 million is greater than that of 21 states. Contrary to its image of affluence, Orange County is home to some of the poorest communities, including the highest ranked large city in the nation for urban hardship as reported by the Rockefeller Institute.

Orange County has a history of addressing issues of uninsured and underinsured persons through unique collaborations. The first major product of this effort was the creation of CalOptima in 1994. This was followed in 1999 by the formation of the Health Funders Partnership of Orange County which implemented several programs to serve our uninsured residents.

Since mid-2009, top executives of CalOptima and the HCA have united with hospitals, clinics and physicians to systematically improve the care of low income persons and improve community health. This unique community-wide collaboration has become known as the Managed System of Care (MSC) and is a natural outgrowth of prior efforts to improve access, deliver quality and appropriate care, and reduce the cost burden to the system. Initially, MSC is working to expand availability and access to urgent care centers: create an after-hours clinical call center; and provide state of the art health information technology.

MSC is working to make that vision a reality. We believes that the best way to transform and bring evolutionary change to the healthcare system is to first transform care for our low income residents.
